Food Trucks Must Close at Midnight Along Conway if Amendment Passes

Food trucks will no longer be allowed to serve food to locals after midnight in an area of southeast Orlando if a proposed Land Development Code Amendment passes. The first reading will take place at the June 25th City Council meeting.


This proposed Land Development Code Amendment would prohibit the operation of food trucks and other mobile vending uses between the hours of 12:00 a.m. and 6:00 a.m on properties along Conway Road between Curry Ford Road and the Beachline Expressway and along Hoffner Avenue between Conway Road and Semoran Boulevard. These properties make up what is known as the Conway Road Special Plan overlay district.

The Amendment comes in response to resident and property owner concerns regarding noise, loitering, and increased traffic attributed to the operation of food trucks during the late night hours.


A community meeting was held in January with 200 locals present along with City Commissioners Jim Grey, Patty Sheehan and Tony Ortiz after a shooting occurred at a gas station-turned-smoke shop at the corner of Conway & Curry Ford. A food truck was present during the shooting and was regularly parked there open for business until 4am nightly.


A second community meeting in March is where Comm Grey announced his plans to introduce an amendment that would, among other things, disallow food trucks from operating midnight til 6am.


Within the Conway Road Special Plan the following uses are already prohibited: Temporary labor facilities, Bail bond agencies, Tattoo, body art or body piercing establishments; Fortune telling, tarot card reading, palm reading and psychic services establishments; Flea markets (except as operated in conjunction with a not-for-profit organization's fundraiser); Bottle clubs; Car-title loan facilities; Payday Loan facilities; Pole signs; Chain link fences.


Orange County adopted the Conway Road Corridor overlay district December 9, 2003. Its purpose was to promote an enhanced corridor for properties on Conway Road between Curry Ford Road and the Beachline Expressway. On March 7, 2005, the City of Orlando adopted the Conway Road Special Plan overlay district to protect the character of the properties on Conway Road between Lake Underhill Road and the Beachline Expressway. On October 20, 2015, Orange County extended the Conway Road Corridor overlay district to include unincorporated parcels and lots along Hoffner Avenue between Conway Road and Semoran Boulevard. On October 10, 2016, the City amended the Conway Road Special Plan overlay district to include the incorporated properties along Hoffner Avenue between Conway Road and Semoran Boulevard


City Staff recommended approval of the ordinance on first reading and that the draft ordinance be presented at the next available City Council meeting for second reading, hearing and adoption.
