Four Orlando Publix haven't been inspected by the State since 2016. Eight didn't even get inspected in 2017. Eleven didn't get inspected in 2016. What's going on?

According to the Tampa Bay Times, Publix has donated $670,000 to Adam Putnam, the head of the Department of Agriculture and Consumer Services, which is in charge of inspecting grocery stores and other food businesses. After Publix failed 7 inspections in 2016, Putnam removed all 7 inspections from the website, removed the pass/fail system of grading and replaced it with a new grading system which makes it impossible for a food service under the Department to appear to have failed an inspection.
Since the new grading system doesn't show pass/fail now, we wanted to see if there were any other patterns of note to be found in the list of Orlando Publix inspections.
There are.
Per the department's own rule, grocery stores are to be inspected minimum every 12 months. Based on the website's inspection records, this works out to 1 inspection per calendar year.
The Daily City looked at the Department's record of inspections for Orlando area Publix and found the following:
Four Publix haven't been inspected since 2016.
Eleven didn't even get inspected at all in 2016.
Eight didn't get inspected at all in 2017.
Five are overdue for their 2018 inspection.
We put together a list below of the holes in the department's record of inspections for every Orlando Publix. Please note the following:
While the State is missing inspections, Publix is keeping its employees on their toes by paying a private company called Steritech to inspect each store. No notice is given to employees as to when these paid inspections will come. The inspections can last up to 4 hours according to one store Manager we spoke with.
We have not analyzed the Department's record of inspections for other grocery stores yet. So, the lax level of inspecting by the Department for Publix could be endemic of all grocery store brands in the state.
The Daily City verbally confirmed with two different Department of Agriculture employees that if a required 12 month inspection isn't listed on its website, then it has not been conducted.
Other inspection types which do not count towards the required 12 month inspection may have been conducted at any Publix. Those inspections will not appear on the FDACS website and again, do not count towards the required 12 month inspections.
